There is more going on than litigation and secret dealings in the fight over what to do about the endangered Rio Grande silvery minnow. A concerned collaborative group is on the verge of taking control of the task in a positive way.

Interested agencies have been talking for more than a year in an effort to reach consensus on how to best restore the silvery minnow in its natural habitat in the middle Rio Grande. Earlier this year, these talks culminated in a draft plan on how to approach the problem, both short term and over the long haul.

With the federal court-ordered secret mediation to decide the future of water users and the silvery minnow apparently having ground to a stop with no agreement, the work of the collaborative group takes on added importance.

The good news is that existing law and compacts and the rights of water users are to be respected in implementing the collaborative plan. …
