A local consultant says an $8 million, 30-year federal plan to clean up contaminated ground water beneath Downtown Albuquerque might be unnecessary.

Randall Hicks -- president of R.T. Hicks Consultants, hired by the Downtown Action Team -- is urging the U.S. Environmental Protection Agency to study an alternative to its proposed cleanup plan for the Fruit Avenue Superfund site.

He said the contaminated ground water is being diluted naturally, and the EPA plan might not be needed at all.

"Nature is restoring the ground water as effectively, or more effectively, than the proposed EPA remedy," Hicks said in an interview Tuesday. …
