When Rio Rancho's new water conservation ordinance goes into effect next month, a new ethic of water management will also begin.

The changes aren't necessarily dramatic -- a new hot line to report violations, fines for chronic water wasters, hotel and restaurant regulations and more enforcement. But without a doubt, the new sense of priority is a dramatic change for the better.

One of New Mexico's fastest-growing communities will join others in recognizing that water conservation is not only a voluntary virtue, but also the proper place for tough standards all of us must meet.

By law, Rio Rancho residents will only be permitted to water their yards from April through September. …
