Last week, residents of Albuquerque's valley communities along the Rio Grande lived through what mountain-area residents have only imagined, and feared.

It was a scenario discussed and anticipated for years: Raging fires forced residents to leave their homes, to seek shelter for their livestock at the New Mexico Expo (state fairgrounds) and elsewhere, to save their pets and valuables and wait out word on how their homes had fared. Many could not get home, turned away by members of the fire and sheriff's departments.

Fortunately, anticipation of just such a scenario has led to planning, public education and cooperation among state, county, federal and local groups in the Tri-County area. …
