Experts critical of state system

As far as Dr. Bill Wiese is concerned, New Mexico doesn't have a true system of public health.

That might come as a surprise to folks who hear about the state Department of Health's work investigating disease outbreaks, putting together bioterrorism plans and trying to prevent disease through immunizations and other programs.

But Wiese, director of the Institute of Public Health at the University of New Mexico, has a bigger vision than that.

"There is no state public health plan. Elements of the system don't really connect," he said. Those elements include private health care organizations, schools, employers and other local community members. …
