N.M. border czar says he leaves public post proud that he has made a difference

An architect of Gov. Bill Richardson's border business initiatives has resigned but remains proud of new programs he helped launch and the state's push to increase trade with its neighbor to the south.

"My agreement with the governor was to jump-start border programs," said Jerry Pacheco, the former head of the new state Office of Mexican Affairs and Trade, whose last day was Friday.

"The benchmark of that was the meeting (of Richardson) with (Mexican President Vicente) Fox."

State Economic Development Secretary Rick Homans said Pacheco has been instrumental.

"He has teed up our whole Mexico program," he said, adding he plans to continue working very closely on border issues with Pacheco, who is returning to the private-sector Santa Teresa Real Estate Development Corp. …
