Into this angry atmosphere, exacerbated in the capital city by a lack of electricity for nearly a week, steps Ricardo S. Sanchez, the soft-spoken embodiment of a rags-to-riches story.

Sanchez of Rio Grande City, Texas, rose to the rank of three-star general earlier this month and has taken command of the U.S. Army's V Corps and all coalition ground forces in Iraq.
