The findings of former U.S. Attorney Norman Bay were made public Friday with the release of the summary report to his nine-month, $200,000 investigation. Every page, except the cover of the 30-page report, had employee names and other sensitive details blacked out.

Bay and two others, former federal prosecutor John W. Kern and retired FBI agent David Oldham, studied allegations that Sandia management used retaliation to obstruct two lab investigators from performing their jobs. …
