City Hall is reviewing its use of temporary employees in the wake of criticism from auditors.

An internal audit suggests there should be a better policy to ensure city departments make good use of employees hired through a private agency. In some cases, departments seem to be turning to temporary employees to circumvent hiring freezes and budget cutting, the report says.

It says the administration "should develop procedures for departments to follow to ensure that the effect of hiring freezes and city budgetary cuts are not mitigated by the addition of ... temporary employees."

The report says city departments spent more than $3 million for temporary employees hired through a private agency from July 1, 2002, through May 13 of this year. …
