Deal OK'd Despite Duke City Threats

In 1986, Quail Ranch was proposed as a development that would rival the city of Rio Rancho to the north. On Wednesday, Rio Rancho City Councilors voted to annex the proposed development.

Councilors unanimously approved the 12,000-acre annexation Wednesday night, which will push the city limits into northwest Bernalillo County and increase the size of the city by 22.5 percent.

Mayor Jim Owen lauded the council's decision but was quick to point out that this was only the first step and that development in the annexed area would not pop up immediately.

The council went ahead with annexation despite threats in the past of couple of weeks by Bernalillo County and the city of Albuquerque. …
