Group Is Faulted On Lab Protection

WASHINGTON -- The agency charged with protecting America's nuclear secrets is falling short of its mission, despite the omens of Sept. 11 and repeated security breaches at the nation's nuclear labs, according to a new government report.

The General Accounting Office, the investigative arm of Congress, on Tuesday released a report criticizing the three-year-old National Nuclear Security Administration for failing to organize itself effectively.

The structural problems have slowed progress on improving overall security at the national laboratories, including Sandia and Los Alamos in New Mexico, the report said.

Linton Brooks, the NNSA administrator, said his agency recognizes that some lab "cultures" are too lax with regard to security. …
