Santa Fe's new Life Rescue helicopter has presented policymakers with a real dilemma. The rapid-response trauma service medevacs very ill patients as well as heart attack and accident victims to St. Vincent Hospital from all over northern New Mexico. The flights cut the time it takes to transport patients to the area's best-equipped hospital from hours to minutes -- a critical difference when it comes to saving lives.

Life Rescue has only been in business about a month, but already, some of St. Vincent Hospital's neighbors say the chopper's frequent comings and goings are driving them nuts. Pre-dawn flights disturb sleep; rotor vibration rattles windows and knocks pictures off the walls. …
