Block's plans put PRC law in spotlight.(Business Outlook)

The state Attorney General's Office is investigating whether language that created the Public Regulation Commission allows commissioner Jerome Block to seek a third term.

Block, an Espanola native who has already been on the panel for a two-year term and a four-year term, has announced he plans to run for another four-year term.

When the PRC was formed in 1998 by combining the former State Corporation Commission and the Public Utilities Commission, a provision was included limiting commissioners to two terms.

To ensure stability on the commission, terms were also staggered. Commis-sioners drew lots after their election to see who would serve two-year terms instead of the full four-year terms. …
