Commissioner says N.M. can drive border growth

Mexico's border czar, Ernesto Ruffo Appel, says New Mexico can play a pivotal role in economic development along the U.S.-Mexico border.

The areas holding the most promise to help both countries include:

* A proposed binational city with a large foreign trade zone in the Santa Teresa/San Jeronimo area;

* The state's potential high-tech solutions to improve manufacturing processes; and

* The abundant natural gas fields in New Mexico and Texas, which may be cheaper to use than developing Mexico's fields in the southern part of the country.
