* Unsigned measure creates conservation task force

Mayor Martin Chavez is allowing a controversial water-conservation proposal to go into effect without his signature.

The proposal, sponsored by Albuquerque city councilors Eric Griego and Michael Cadigan, calls for creation of a task force that would study new conservation measures and report back next year.

The group would also create a water "budget" allowing the city to track how much water it has and how much it uses.

Chavez had warned he might veto the bill. He said the resolution could threaten the city's plan to tap the Rio Grande for drinking water. …
