The heat was unbearable, the power was out and emergency services were pushed to the limit Thursday in Rio Rancho.

Outside it was a typical afternoon in New Mexico, warm, sunny, with a light breeze. Inside the Rio Rancho Emergency Operations Center, at a Department of Public Safety fire station, it was a different world where city officials grappled with a simulated heat wave, a power outage, a major fire at an apartment complex and a riot at Haynes Park pool.

The simulated emergency was a chance for city personnel to prepare for possible emergencies the city could face, said Ed Chismar, acting city administrator. …
