Gov. Bill Richardson will exclude convicted felons from his appointments to state boards and commissions, a spokesman for the Richardson administration said Wednesday.

Richardson's office issued the statement two days after his appointee, Paul Donisthorpe, resigned his post on the state Commission on Higher Education amid news reports of his 1991 vehicular homicide conviction.

A New Mexico statute bars convicted felons from holding elected or appointed office.

Billy Sparks, Richardson's spokesman, said the statute leaves in question whether it applies to all appointments. …
