East Mountains residents may not be forced to pay higher urban taxes under a combined Albuquerque-Bernalillo County government.

The proposed unified government would create different service districts -- each with its own level of taxation -- under action taken last week by the group drafting the charter.

The so-called tax-and-service districts would allow the new government to continue taxing people who live outside the city limits at their current level, instead of making them pay the same taxes as city residents.

Residents in rural areas including the East Mountains have told the Unification Charter Commission they are concerned the merger would mean they have to start paying higher city taxes. …
