McGREGOR RANGE -- For noise and action, the Avenger missile system puts on a pretty good show. For deploying local National Guardsmen overseas, the Avenger isn't much of a ticket.

This is the New Mexico Army Guard's situation: While its new commander, Brig. Gen. Kenny Montoya wants his troops performing the duties they spend years training for, the United States hasn't had a pressing need for years to tap the anti-aircraft Avenger missile weapon.

Montoya, making a break with New Mexico's air-defense history, is dissolving one of three Avenger missile battalions. In October, the guard will begin recruiting for a military police unit in place of the 200th Air Defense Artillery's 4th Battalion, which has batteries assigned to Rio Rancho, Raton, Tucumcari and Clovis. …
