Joe Nester Chavez Sr.

Joe Nester Chavez Sr., a sometimes controversial Bernalillo County roads superintendent, was known for his strong-willed, outspoken nature and for helping others.

Chavez, of the Barelas neighborhood in Albuquerque, died Sunday of heart failure. He was 67.

A Mass will be celebrated at 11 a.m. today at Our Lady of the Most Holy Rosary Catholic Church, 5415 Fortuna NW. Burial will follow at Sunset Memorial Park.

Chavez, a husky 5 feet 101/2 inches and 220 pounds, was -- in his younger years -- often mistaken for a popular professional wrestler, Ricky Romero, Joe Nestor Chavez Jr. …
