N.M. Cabinet Officials Suggest Insurance Pool

Two of Gov. Bill Richardson's top aides are proposing an overhaul of the state health-care system that includes mandatory health insurance, a large state-operated insurance pool and more state control of health-care spending.

Human Services Secretary Pamela S. Hyde and Health Secretary Patricia Montoya will present the proposals today at a Legislative Health and Human Services Committee hearing.

The proposals are designed to drastically reduce the state's uninsured population and improve health-care access. They do not include estimates of costs or financial benefits.

In an interview with the Journal on Monday, Hyde and Montoya stressed they are offering ideas for discussion. Details are still sketchy and no legislative recommendations have yet been made, they said. …
