Study Says District Limits Competition

Members of a task force that criticized the way Albuquerque Public Schools runs its multi-million dollar roofing program say they aren't surprised APS administrators dismissed their critique and, for the most part, rejected their recommendations.

"We're dealing here with an entrenched bureaucracy that doesn't care about taxpayers," task force chairman Lyle McDaniels said in a telephone interview.

Added task force member, David McCoy, "Basically they are saying 'the heck with you, taxpayer. We're going to waste your money.' ''

Both men said they hope elected school board members are willing to take on the issue.

The four-member task force appointed by APS Superintendent for Advancement Tom Garrity found that the district's current system limits competition, is too expensive and violates the state procurement code. …
