State Land Commissioner Pat Lyons is right about one thing: The checkerboard pattern of public and private landholding in the White Peak area near Ocate poses a problem.

Ranchers in the area complain that hunters and other members of the public continually trespass on private property and cause damage, littering and vandalizing fences and gates. State game officials complain about out-of-season hunting. And the hunters and other recreationists complain that ranchers continually try to cut off public access to public land by putting up locked gates and closing roads.
