New Formula Based On Enrollments

Growing schools and those with at-risk students are the biggest beneficiaries of Albuquerque Public Schools' proposed $464.8 million operating budget.

The proposal is a 3.6 percent increase over last year's $448.5 million budget.

APS built its budget for the 2003-2004 year with a new, student-weighted formula based on the method the state uses, APS budget director Kathy Cantrell said Tuesday.

Previously, money was distributed on the basis of programs rather than enrollments, and that hurt growing schools.

And, for the first time, principals built their own spending plans instead of finance officials doing the job. …
