Mayor Martin Chavez is talking trash.

Chavez wants a crackdown on litter. He's calling for a minimum fine of $150, and he wants to give judges the chance to order community service for litterbugs.

Previously, the law has provided for fines up to $500, or six months in jail, but there has been no minimum penalty, said City Attorney Bob White.

Chavez said that if people throw litter out of their cars, it might do them good "to spend a couple of days on the side of the road picking up trash. …
