SANTA FE -- The state's Motor Vehicle Division can't yet issue new licenses meant to prevent drunken driving, although a new state law calls for them.

More than 11,000 residents who've been convicted of drunken driving could be eligible for the new license, created under a bill that became law almost two months ago.

With the license, a driver can only operate a vehicle equipped with an ignition interlock, which measures a person's blood alcohol content before he or she starts a car.

Sen. Phil Griego, the bill's sponsor, is irked by the delay. …
