After decades of denial, more and more New Mexicans are aware of the scarcity of our water. In Rio Rancho, documented water conservation offers the hope that greater awareness can spur measurable progress.

If recently released figures from the city's utility department are a reliable guide, a range of incentives designed to encourage voluntary conservation must be having a positive effect. Over the first four months of this year, Rio Rancho has consumed less water than city officials had projected -- 73 million gallons less. These savings were achieved despite steady population growth.

Rebates for more efficient washing machines and bathroom plumbing act as one incentive for homeowners. …
