With tax breaks and investment money available for making commercial movies in New Mexico, state officials have hammered out some rules to block those who approach them with X-rated or sexually explicit projects in mind.

The State Investment Council, which directs millions of dollars to invest in productions made in New Mexico, also has a policy that can veto state financial help for moviemakers when the production is considered likely to provoke cultural outrage among New Mexicans, the way the garland-clad "Our Lady" artwork at a state museum set off an uproar in Santa Fe two years ago. …
