Despite an increasingly tight labor market, there's at least one segment of the local economy that is growing -- new home construction.

Compared with last year, building permits are up nearly 20 percent. This year's early start follows a banner year in 2002. While building permits for new homes are slightly down nationwide, the Albuquerque metro area is a happy exception to the national rule.

If the demand for new homes is increasing, basic economic theory dictates that the demand for skilled construction workers should be increasing, too.

If the initial success of Albuquerque Charter Vocational High School is any guide, the demand for skilled labor is creating a demand for training. …
