Qwest, regulators disagree on money.(Business Outlook)

* Phone company wants state to give it credit for earlier upgrades

State regulatory staff and Qwest are haggling over whether the phone company shortchanged New Mexico by as much as $11 million it promised to upgrade services.

Both sides say it is not a major issue and will be worked out agreeably and fairly soon.

Nevertheless, in written comment to the commissioners, Public Regulation Commission staff said an independent audit showed Qwest could be between $6.6 million and $11.8 million short of the $157 million it promised to invest.

The investment was part of a regulatory agreement that allows Qwest in exchange to increase phone rates. …
