Straighten Out Impact Fees.(West Side Journal)(Editorial)


Rio Rancho taxpayers are about to foot an estimated $20,000 bill to audit impact fees the city was supposed to have been keeping track of since 1995 -- but apparently hasn't.

Hanging in the balance are potentially millions of dollars in fees and credits between the town's development office and private developers.

Since 1995, the city has required developers to either build amenities such as roads, water and sewer lines as part of their expansion plans, or pay the city to do so. If the developer did the work and spent more than it would have cost the city, the developer was credited for the difference.

Trouble is, nobody was keeping track of the impact fees and credits, despite a city ordinance that required the development office to report on the impact fees annually. …
