Lodgers Tax Hike Could Snag Plan

ANALYSIS

City councilors will try to untangle more than a million dollars worth of thorny issues tonight at a meeting that could lead to a final vote on the general-fund budget.

The difficulty of their task could depend on how the Mayor's Office reacts to some changes that were made last week when councilors amended the budget proposal -- a $350 million plan that would cover basic operations of most city departments in the next fiscal year, which begins in July.

Here are the principal issues:

* Councilors agreed last week to impose an increase in the lodgers tax: an additional 1 percent "hospitality fee," recently authorized by the Legislature. It's meant to avoid the need for a general-fund subsidy of the debt service on Convention Center bonds. …
