Voters would choose the mayor and county commissioners through partisan elections under a proposal to combine the city of Albuquerque and Bernalillo County governments.

That decision was reached Wednesday during a meeting of the Unification Charter Commission, in charge of drafting a charter for the combination government.

The commission also decided officials would serve four-year terms, and there would be contribution limits on people who donate money to candidates.

The charter group said having partisan elections with a primary would narrow the field of candidates and help ensure the winner gets a majority of votes. …
