A man with a false identity is snooping around a gas pipeline junction switch in a Bisti oil-gas field near where the Jicarilla Apache reservation meets the Navajo Nation.

The man, with papers saying he is Carl Mankin, is the secret hire of a U.S. senator who wants to know if a new pipeline measuring device may be connected to a billlon-dollar question: Have Navajo tribal trust royalties been shortchanged to the tune of $4 billion or is it closer to $40 billion over six decades?
