Baca Planned A Cruces Site

SANTA FE The state Public Regulation Commission on Tuesday reaffirmed a 1999 decision that limits travel expenses and set conditions on district offices for commissioners.

PRC chairwoman Lynda Lovejoy requested the issue be discussed after Commissioner E. Shirley Baca said recently that she planned to set up an office in Las Cruces to handle business with her constituents. Baca planned to pay for the office herself but wanted to assign a PRC staffer to the office part time.

Lovejoy said Baca's use of PRC resources such as personnel, computers or vehicles would create disparity among commissioners. …
