In choosing to sit out a New Mexico goodwill group's trip to Cuba this month, Gov. Bill Richardson sends Fidel Castro a human rights message the Cuban dictator needs to hear again.

The governor customarily accompanies the Amigos group. But staying away from Cuba makes clear that Richardson doesn't condone Castro's U.S.-bashing speech last week or the regime's recent human rights abuses.
