* Legislation would also urge states to organize insurance pools

Sen. Jeff Bingaman, D-N.M., plans to introduce legislation this week designed to help 41 million uninsured Americans obtain health insurance.

The legislation, if enacted, would increase federal funding to states willing to offer Medicaid to anyone whose household income is at the federal poverty level or less. Those not classified as poor and earning up to twice the federal poverty level would be eligible for federal tax credits to offset the cost of purchasing health insurance.

The federal poverty level is $18,400 for a family of four. …
