Final Vote Set On Capital Program

A $139 million capital program is scheduled for final action by the City Council today.

Councilors will debate possible changes involving West Side roads, police cars, a bicycle racing track, a $7 million computer system and money for library books.

The capital program was proposed by Mayor Martin Chavez. It covers a wide range of projects, such as street improvements, building rehabilitation and the construction of new facilities.

Once a capital program is approved by the City Council, it will be considered by voters this fall as a package of bond-issue proposals.

The city routinely develops a bond program every other year, asking voters to approve the issuance of new bonds as old bonds are retired. The bonds represent debt that is paid through property taxes. …
