Key facets of a combined government that could supplant the city of Albuquerque and Bernalillo County are on the table this afternoon.

The Unification Charter Commission will take up appointing versus electing heads of departments such as the Clerk's or Assessor's Office and the issue of runoff elections.

It also will have an opportunity to reconsider draft provisions already approved in concept that establish an 11- to 15-member commission presided over by a mayor who heads the executive branch.

Perpetuating the elected offices of county government is a hot-button issue and may well have been the one that led voters to reject a proposed "super" county in 2001. …
