Technical issues to highlight RAA meeting. (Regional Airline Association)(Commuter/Regional World)

What a difference a year makes. Creation of a new dues structure for major-owned commuter airlines, which virtually held the membership together, dominated last year's meeting of the Regional Airline Association (RAA). Don't look for the same controversy at this year's Spring Meeting and Trade Mart, to be held June 25-27 in Washington, D.C. Instead, expect a number of technically oriented sessions and briefing on human-resources issues and proposed legislation, including a bill that would mandate random testing of all transportation employees in safety or security-related positions for drug and alcohol abuse.

As usual, back-to-back meetings of the RAA board and President's Council will take up much of the first day. Adm. James Busey, the FAA administrator, will attend the council meeting and is expected to talk about the agency's proposed self-audit guidelines, which contain a change in policy regarding sanctions that places responsibility for compliance in the hands of the airlines. …
