AVIATION BILLS TO COME IN '99

Speakers at RAA's fall membership meeting in Washington predicted that several legislative initiatives that could have a profound effect on the airline business at large could make 1999 the year of aviation.

During a legislative briefing, David Schaffer, counsel for the House Aviation subcommittee, told a small group that Rep. Bud Shuster (R-Pa.), chairman of the Transportation and Infrastructure Committee, will introduce legislation in Jan. to take the Aviation Trust Fund off budget, similar to what Congress did for the Highway Trust Fund this year. The law would ensure that trust fund money would be earmarked specifically for programs such as the Airport Improvement Program, facilities and equipment and to support the ATC system. …
