FAA proposed new certification standards and mandatory maintenance Instructions on fuel systems for new aircraft. The proposed rule, which may affect some 6,000 airliners of 30 seats or more--36 aircraft types-also calls for design reviews by manufacturers and mandatory maintenance on existing aircraft and requires operators to develop and implement an FAA-approved maintenance and inspection program for fuel tanks.

The Special Federal Aviation Regulation calls for a new flammability standard for newly designed aircraft to minimize the development of combustible vapors in fuel tanks. …
