The battle between Italy and the EU over future air service to Milan appeared headed toward compromise that will permit European carriers to shift flights over an extended period from growth-constrained Linate to the $1.1 billion airport at Malpensa after it opens Oct. 25.

Nine carriers challenged Italy's original air-traffic plan requiring an immediate move, in a bitter dispute that cast a shadow over the planned opening of the prestigious airport north of Milan, which will he named Malpensa 2000.

The carriers charged that the plan not only discriminated in favor of Alitalia but that Malpensa, 53 km from Milan, was much less attractive than Linate, just 8 km. …
