FAA soon will begin strictly enforcing a 1985 rule requiring pilots to receive a pre-scheduled 8-hr. rest during a 24-hr. period prior to a flight. The rule primarily affects reserve pilots. Administrator Jane Garvey said the agency also will issue a supplemental NPRM to a Dec. 1995 proposal to change regulations governing the amount of time pilots can fly and remain on duty without rest. …
