US wins hushkit ban delay ... at a price.

In exchange for the delay, however, the US agreed to support development of a Stage 4 noise standard, a move that left the US "in the unpalatable position of negotiating within [ICAO] for a Stage 4 standard with the threat of a nonaddition ride being implemented on May 1, 2000," according to the US Aerospace Industries Assn.

Responding to intense US lobbying, EU transport ministers agreed to delay until May 2000 enforcing legislation that would have prohibited EU carriers from adding hushkitted aircraft to active fleets as of May 1. …
