The increasing incidence of violent acts committed by air travelers is being met with an escalating firmness toward the perpetrators by airlines and law-enforcement authorities. An international blacklist of troublemakers should be a valuable tool in curbing such outbreaks in the future, and efforts at creating one are in progress.
