Opening of Hong Kong's new airport, Chek Lap Kok, was dramatic, hut not in the way the Airport Authority had hoped. The first several days saw snarls of passengers, baggage and cargo that eased somewhat on the passenger side, although freight operations remained disastrous and had to he transferred back to Kai Tak. So great were the concerns that a week after Chek Lap Kok took in its first flight, the Hong Kong Ombudsman announced a direct investigation into the commissioning and operation of the new airport. Further, construction of the airport rail station in the Central business district was reportedly inadequate and 12 people connected with the construction were arrested on corruption charges. …
