Venezuela National Civil Aviation Institute President Jose Martinez ordered American Airlines, Continental Airlines and Delta Air Lines to reduce flights to Caracas citing an "imbalance" in services favoring the US, whose carriers operate an estimated 80% of flights between the US and Caracas.
