Labor rules. (pilot flight duty regulations)

Policy and politics don't mix--or shouldn't--where safety is concerned. That is the feeling at Air Transport Assn. of America, which suspects that FAA's proposed overhaul of commercial pilot flight/duty time regulations (ATW, 1/96) has less to do with its stated goal of improving airline safety than with rewarding pro-Democratic labor unions in an election year.

The notice of proposed rulemaking, unveiled in mid-Dec., is intended to reflect new research into pilot fatigue as well as create a single standard for large (Part 121) and small (formerly Part 135) aircraft.

In doing so, however, it will add untold millions of dollars in costs while doing nothing to improve safety, according to ATA. …
