Europe's airlines expressed disappointment with the European Parliament's adoption of a legislative report that sets out common principles for the levying of charges at airports in the 27-member EU bloc but does not regulate fees and charges and permits airports to use either a single or dual till financing structure. The rules apply to airports serving 5 million or more passengers annually. Airports may also "pre-finance" infrastructure projects by increasing airport charges ahead of projects. …
